Answers

Which side of the field to attack. This is the only choice the Laws of the Game allow.

Kick off the first half.

3,4,5. There is no offside when a player receives a ball directly from one of these three restarts?
Goal kick, corner kick, throw in.

6. Attacker B is standing just to the left of the goal between the goal line and the second to last defender. Attacker A dribbles the ball towards the right side of the goal, shoots and scores. Is this offside?
No, to both halves of the question. To be offside, a player (at the moment the ball is struck by a teammate) must be in the opponents half the field and be involved in active play by a/ interfering with play, or b./ interfering with an opponent or c./ gaining an advantage by being in that position.

7. A Red team attacker kicks the ball towards a Blue team defender, who instinctively puts her hands up to protect her face from the ball. The ball hits her forearms. Is this a handball?
No. Putting hands up to protect oneself would not be considered a handball. As long as she does not also 'carry, strike or propel' the ball (the old language of this rule), this would not be considered "deliberate." See the next answer.

8. The Blue team midfielder kicks a ball and it hits a Red team defender on the elbow, landing at her feet. Is this a handball?
No. A handball must be deliberate. A ball accidentally touching the arm of a player is not a handball, even if they gain an advantage as a result (does the player play the ball or does the ball play the player? In this case, the ball found the player). This is perhaps the most misunderstood rule in soccer.

9. The Blue team attacker kicks a ball toward the net. A Red team defender in the 18 yard box reaches out with his hand and stops the ball from going into the net. What’s the call?
A penalty kick. And the player would be shown a red card for denying an obvious goal scoring opportunity.

10. A Red team defender kicks the ball back to his goalkeeper, who picks the ball up in his penalty area. What's the call?
A goalkeeper may not pick up a ball passed to them by their teammate. If this occurs inside the penalty area, the referee will award the opposing team an indirect free kick from the spot of the infraction.

11. On a goal kick, what players can be in the penalty area?
Only the defending team. All attacking players must be outside the penalty area.

12. On a goal kick, when does the ball become ‘in play.’
The whole of the ball must cross outside the penalty area before any other player touches it. If it does not, the kick is retaken.

13. In question 6, Attacker A shoots and the ball bounces off the goalkeeper to Attacker B who shoots and scores. What’s the call? Extra credit: Would it have made any difference if Attacker A had passed Attacker B before shooting?
Attacker B has gained an advantage from being in an offside position. The goal will be disallowed and offside is the call. EXTRA CREDIT: By passing Attacker B with the ball before taking the shot, Attacker A has now 'reset' Attacker B's position and Attacker B is now onside. Therefore Attacker B is onside when collecting the rebound and the goal will count.

14. On a dropped ball restart, the Red team player kicks the ball twice before another player touches it. What should the referee do?
Allow play to continue. A player may ‘double-touch’ a dropped ball.

15. On a throw-in, the ball rolls down the line without being touched. A teammate runs up and picks it up and tosses it back to the thrower. What is the proper call?
Handball. All lines on a field are considered part of the area they enclose.

16. On a throw-in, a tall defender stands directly in front of the thrower. Is this permissible?
No. In 2005, the rule changed and the defender must stand six feet from the thrower; if they move to block the thrower, the referee will warn or caution them.

17. On a throw-in, a defender jumps up and down ten feet in front of the thrower and tries to distract her. Is this permissible?
No. This will result in a mandatory caution (yellow card).

18.  How far from the goal line is the penalty spot? 8 yards, 10 yards, 12 yards, 14 yards.
Twelve yards. And, since all players must remain behind the ball and more than 10 yards from the spot, this is the reason for the half-circle at the top of the penalty area (this half-circle is not considered part of the penalty area).

At any time, but only with the referee’s permission.

Players are ‘entitled’ to a halftime. If any player requests a break, the referee must allow it.

28. On a free kick, a wayward defender kicks the ball toward his own end. The ball does not touch anyone and enters the goal. What’s the call?
Corner kick to the other team. Players may not score on their own goal on a free kick.

29. On the kickoff, a player boots the ball and it enters the opponent’s goal. Does this count?
Yes.

30. A player throws the ball in and it bounces off the goalpost back to her. She kicks the ball into the net. What’s the call?
Indirect free kick to the other team. This is a ‘double-touch’ by the thrower and not permissible.
