GUEST PLAYERS IN STATE: All request for guest players for
CYSA in state tournaments (Cal-South is not in state) must go to Steve
Pinner for signatures. The request must be to Steve 14 days before the
tournament. Please include a stamped self address envelope so that Steve
may return the forms to you.
GAMES OUT OF THE DISTRICT: Coaches playing friendly games out of District V
must complete the form found on the District V web site under forms. Please
have it signed by the appropriate people and forward it on to me. I will
notify the other District Commissioner of the travel plans.
INTER-DISTRICT RELEASE: For incoming inter-district releases I want to
remind you that there is a $5.00 transfer fee payable to CYSA District V.
This is for in coming players only. When you mail me the inter-districit
release please remember to include the $5:00 fee.
INSURANCE CERTIFICATES: There are still leagues that have not requested
their insurance certificates, this needs to be done ASAP. The old ones are
good until August 31, 2002.
JAMBOREES: PLEASE REMEMBER TO REMIND YOUR COACHES THAT THEY MUST HAVE THEIR
LEAGUES AND THE DISTRICTS APPROVE TO HOST OR ATTEND A JAMBOREE. JAMBOREES
MAY NOT BE HOSTED ON A CYSA TOURNAMENT WEEKEND IN DISTRICT V IN WHICH THE
HOME LEAGUE IS HOSTING A TOURNAMENT. Remember to give the coaches the
request to host a jamboree it can also be found on the District V web site.
All jamboree requests go to Ken Stelling at 6 Barona Court, Santa Rosa, CA
95405. District V jamborees are listed on the District V website <cysadistrictv.com>
OPEN BOUNDARIES: Open boundaries for league-to-league was approved for U15’s
and older, all other players are still required to have an Inter-League
release. All players moving from district to district MUST still have an
Inter-District Release form completed by both leagues and District
Commissioners.
OUT OF STATE SINGLE EVENT GUEST PLAYER forms should come to me along with
the travel roster and the permission to travel form and a copy of the
roster, adds, transfers and releases, etc. Coaches may not take more than
(18) eighteen players on their travel roster at any time. Teams may use up
to six guest players providing the out of state tournament allows that many
guest players. Guest players must use the same years player pass as the team
that they will be traveling with. Players from other districts may be used
as guest players with the permission of the coaches, leagues and District
Commissioners. DO NOT ASK FOR GUEST PLAYER OUT OF DISTRICT VII.
OUT OF STATE TRAVEL: PLEASE INFORM YOUR COACHES OF THIS POLICY. When
traveling out of state, this includes Southern California; the team must
have travel papers signed by the league, Ken Stelling, CYSA office and me.
Travel papers must be submitted no later than thirty days in advance of your
travel date. LATE FEES: $25.00 if less than 30 days but more than 14 days
prior to the tournament, $50.00 if less than 14 days but more than 5 days
prior to the tournament, $100.00 5 days or fewer prior to the tournament,
payable to CYSA District V. PLEASE SEND A COPY OF THE TEAM ROSTER
INCLUDING ALL ADDS, RELEASES, AND TRANSFERS. Remember to enclose the
necessary envelopes one to the tournament, one to yourself and one to me
with the correct postage also with a check made out to CYSA for $10.00. All
requests to travel out of state for tournament must go to Ken Stelling
before they come to me. Follow the instructions on the back of the form.
REFEREES: If your league would like to set up a class please send Dave the
two different dates that you would like to have a class along with a check
for $270.00 made out to CNRA for each class you would like. If you do not
sent dates, the time and the place for the class you will not receive the
class until you do. A league official MUST be at every class to supervise
the youth that are attending the class. They must have a league check on the
last day or night of the class to give to the instructor. The check is to be
payable to CYSA District V, $40.00 each of those who pass the course and
$10.00 for those who do not pass the test or take the information and do not

REGISTRATION: REMEMBER THAT LACK OF PREPLANNING ON YOUR PART DOES NOT
CONSTITUTE AN EMERGENCY ON THE DISTRICT REGISTRAR’S PART.
SILENT WEEKEND: District V will not hold a Playing League silent weekend
