4:01 AUTHORITIES AND
RESPONSIBILITIES
4:01:01 The rules of
play for all competitions sanctioned by this Club shall be the “Laws of
the Game” as published by FIFA with modifications made by CYSA and District
V of CYSA, as amended each year.
4:01:02 The rules
contained herein shall govern members of this Club in all cases to which
they are applicable, and in which they are consistent with the Constitution
of this Club, CYSA and District V of CYSA.
4:01:03 Each team of
this Club shall be responsible for the conduct of the players, coaches,
team assistants and parents It is the responsibility of each team to insure
that its actions, on or off the field, do not bring disrespect upon this
Club.
4:01:04 Coaches shall be
responsible for their spectators’ actions. Spectators shall not make profane
or derogatory remarks or gestures, dissent from the referee’s decision, or
incite disruptive behavior.
4:01:05 Team officials,
substitutes or players who fail to comply with the above may be ejected from
the game or the sidelines.
4:01:06 If a spectator
or spectators fail(s) to respond to a team or Club official’s request to
desist from improper behavior, the referee is empowered to terminate the
match. In the event that a referee terminates a match pursuant to this rule
in a Class I or Class III match, a decision as to the disposition of the
match and any disciplinary action will be decided by the CYSA District V
Protest and Appeal Committee. In the event that a referee terminates a match
pursuant to this rule in a Class IV match, the referee shall make a full
report of the incident within 24 hours to this Club’s Protest and Appeal
Committee and a decision as to the disposition of the match and any
disciplinary action will be decided by this Club’s Protest and Appeal
Committee.
5:01 TEAM ORGANIZATION
5:01:01 Each team must
have an adult coach and at least one other adult registered as the team
parent or team manager for the team. Each team may be identified by a
nickname that is in good taste.
5:01:02 It is the policy
of this Club’ that, whenever possible, preference for player selection for
all Class III teams sponsored solely by this Club, and not in conjunction
with any other communities, shall be given to residents who reside within
that area of the Tiburon Peninsula, located in Marin County in the State of
California, east of Highway 101, including Tiburon, Belvedere, Strawberry
Point southeast and Cone Madera southeast. It is the policy of this Club
that all Class UI teams sponsored jointly by this Club and any other
community, and consisting of a combination of players who reside within the
territory of this Club and players who reside in other communities, shall
be selected based on merit
5:01:03 It is the policy
of this Club that players shall play within their own age groups, as those
age groups are defined by CYSA, District V of CYSA and by the Rules and
Regulations of this Club. All exceptions to this policy shall be approved
by the Board. Exceptions to this policy are the following:
A. First graders who
have not attained the age of six(6) by age cut-off date of the season year,
may play U-S with their first grade classmates.
B. Kindergarten students
are not eligible to play U-8, unless they have attained the age of
six (6) prior to the age cut-off date of the season year. The age cut-off
date for purposes of this rule shall be July 31, of the season year.
C. A Class l or Classlll
player who has not attained the minimum age necessary to play in an older
age group may play on a team consisting of players of an older age group,
only if the following requirements are met: (1) the player has been
rated within the top one-third of all players to be selected for the Class I
or Class III team(s) for that age group for that season, and (2) the Board,
by majority vote at the next regularly scheduled meeting, approves the
player’s application to play within the older age group. (For example, if
two (2) teams of twelve (12) players, each, are being selected for a
particular age group, a younger player must be rated within the top eight
(8) players older age group may play on a team consisting of players of an
older age group, if that player is in the same grade as the players in the
older age group. A written request to play within an older age group must be
submitted to the Board.
E. The Board shall also
have the power and authority to consider any other written request for a
Class IV player to play in an older age group. Under appropriate
circumstances, a Class IV player may be given approval to play in an older
age group if there is room for that player in the older age group.
6:01 LEAGUE PLAYING
RULES
6:01:01 For all Class I,
Class Ill and Class IV players, it is the policy of this Club that player
disciplinary problems shall not be tolerated. At the first sign of a
disciplinary problem, the coach shall notify a member of the Competitive
Committee for a Class I or Class III player, or the appropriate Commissioner
for a Class IV player. In all such cases, the coach shall also speak to the
parent(s) about the problem. If the disciplinary problem persists, and if
approved by the Competitive Committee member for a Class I or Class III
player, or by the appropriate Commissioner for a Class IV player, the player
and his/her parent(s) shall be notIIIed that the player may continue to
participate with the team only if a parent is present at each
practice and/or game. If the disciplinary problem still persists, the player
can be asked to leave the team, but a player can only be asked to leave the
team with the approval of a majority of the Competitive Committee for a
Class I or Class III player, or by the appropriate Commissioner for a Class
IV player, and with the approval of the President.
6:01:02 For all Class I,
Class III and Class N players, the appearance of players is a vital
extension of the game. Socks must be worn pulled-up and covering the shin
guards (shin guards are mandatory). In adverse weather conditions, track
suit trousers, long tights, long length spandex, and long sleeve shirts may
be worn under uniforms in a color that coordinates with the team’s color.
The team colors shall match for all team members. Players wearing orthopedic
casts, air-splints or metal splints shall not be eligible to participate in
any game. Wearing jeweky, metal spikes, slide pants or bandannas is not
permitted.
6:01:03 Player uniforms
for all Class I and Class III teams which are sponsored by the Club shall
be identical, with the exception that individual teams may include a
small patch or insignia which specifically identifies the name of the
team. All Class I and Class III player uniforms shall be approved by the
Board.
6:01:04 Each Class land
Class III player shall be entitled to play a minimum of one-third of each
game. Exceptions are allowed for discipline, injury, lack of fitness and/or
failure to attend practice.
6:01:05 A Class I or
Class III player who fails to attend four (4) consecutive practices or games
can be dropped from the team at the coaches’ request and with the approval
of the Competitive Committee. A Class IV player who fails to attend four (4)
consecutive practices or games can be dropped from the team at the coaches’
request and with the approval of the appropriate Commissioner.
7:01 CLASS IV LEAGUE
PLAY
7:01:01 U-8 teams shall
have a minimum of seven players and a maximum of 10 players on their roster
to be accepted by the Club. U-10 teams shall have a minimum of seven
players and a maximum of 12 players on their roster to be accepted by the
Club. U-12 teams shall have a minimum of seven players and a maximum of 16
players on their roster to be accepted by the Club. U-14, U-16 and U-19
teams shall have a minimum of seven players and a maximum of 18 players on
their roster to be accepted by the Club. Exceptions to the above
restrictions shall occur in rare circumstances and only with Board approval.
7:01:02 Game Times and
Ball Specifications, Outdoor Only, are defined in the CYSA General
Procedures (Rule 3-07), with the clarification that no overtime periods will
be played (games ending in a tie will be recorded as a tie):
U-8, two 20 minute
halves, Size #3 ball;
U-10, two 25 minute
halves, Size #4 ball;
U-12, two 30 minute
halves, Size #4 ball;
U-14, two 35 minute
halves, Size #5 ball;
U-16, two 40 minute
halves, Size #5 ball;
U-19, two 45 minute
halves, Size #5 ball.
7:01:03 No one,
including a coach, parent or team member shall interfere with, challenge or
question the referee before, during or after the game. The coach or the
playing captain may ask for clarification of a decision at a stoppage in
play.
7:01:04 Ejections (red
cards) given to players and/or coaches shall be reported to the appropriate
Commissioner, the Referee Coordinator and the chairperson of the Club
Protests and Appeals Committee, in writing within twenty-four (24) hours of
the event, after each game by the referee of record. The Protests and
Appeals Committee will determine the appropriate action for all ejections,
utilizing the recommendations as set forth in this Club’s Rules and
Regulations and the CYSA Specific Rules Coaches and players will be notified
in writing of any disciplinary action. A red card is an automatic minimum
one game suspension for a player and a three game suspension for a coach and
can have an effect on team standings. Ejections are not subject to protest
or appeal. Only penalties above the recommended CYSA levels may be appealed.
A person, player or coach may be sent-off or ejected from the field of play
before, during or after the game.
7:01:05 Each team shall
supply one club lineman, if requested by the scheduled referee. The duties
of the dub lineman will be as directed by the referee.
7:01:06 Teams shall make
every effort to play rescheduled and/or makeup games within two (2) weeks or
fourteen (14) days of the originally scheduled game. In the event that a
game must be rescheduled or made up, the home team must obtain another date
from the appropriate Commissioner and then must notify the opposing team and
the Referee Coordinator.
7:01:07 All injuries, to
be claimed against CYSA Medical Insurance Program, shall be completely
reported on the Insurance Claim Form found in each CYSA Team Manual.
7:01:08 In the event
that a game is abandoned or terminated before completion of the game time
specified for the age group of the players, a decision regarding whether the
game will be replayed in full or the result of the match to stand at the
time of the stoppage shall be decided by the Club Protests and Appeals
Committee Chairman. However, if a game is abandoned or terminated because of
sideline misbehavior the game will not be replayed and the team associated
with the sideline misbehavior will forfeit the match and the other team will
be awarded a 2-0 win. If a game is abandoned or terminated because of
sideline misbehavior, the referee shall notify the appropriate Commissioner,
the Referee Coordinator and the chairperson of the Club Protest and Appeal
Committee, in writing, within 24 hours of the abandonment or termination.
7:01:09 Substitutes must
enter and exit from the touchlines at the center of the field. With the
referee’s permission unlimited substitutions may be made at the following
times:
A. Prior to a
throw-in in your teams favor.
B. Prior to
either team’s goal kick.
C. After a goal
by either team.
D. When play is
stopped for an injury on either team.
E. At half time.
F. A player
receiving a yellow card must be substituted for at the time the player is
given a yellow card. The player receiving the yellow card may not reenter
the game until the next opportunity to make a substitution, as set forth in
this Rule.
G. A switch of
goalkeepers before the taking of a penalty kick with a player already
on the field.
7:01:10 Charging the
youth goalkeeper shall not be permitted at any time the goalkeeper is within
the penalty area. Exception: on a defensive pass back the goalkeeper becomes
a field player, regular laws of the game apply.
7:01:11 Games shall be
forfeited with a score of 1-0 for any of the following:
A. Ineligible
players. Ex2mples are unregistered, over age, illegal transfer and suspended
players or coaches.
B. Team unable
to field seven players at any time, except that this rule shall not apply to
U-8 games.
C. A player may
play in only one game per day, excluding tournaments and jamborees.
7:01:12 Heading the ball
shall not be taught or encouraged for U-8 players.
7:01:13 For all age
groups, each player shall be entitled to play at least half of each game.
For U-8 games, only, every effort shall be made to allow each player to play
an equal amount of time each game as the other players on the team. For all
age groups, every effort shall be made to allow each player to start an
equal amount of the games during the course of the season. For all age
groups, exceptions shall be allowed for discipline, injury and/or failure to
attend practice. The referee at the game must be notified of the exception
prior to the start of the game.
7:01:14 Coaches,
assistant coaches and team managers shall abide by the following:
A. Coaches,
assistant coaches and any other person acting in the capacity of a coach
shall confine their coaching to ten yards either side of the half-way line.
B. Coaches,
assistant coaches and any other person acting in the capacity of a coach
shall not call out alleged infractions of the “Laws of the Game” and shall
not otherwise indulge in a running commentary of infractions of the “Laws of
the Game”.
C. Coaches,
assistant coaches and any other person acting in the capacity of a coach
shall not dispute or question the calls or decisions of the referees.
D. Coaches,
assistant coaches and any other person acting in the capacity of a coach may
address the referee only: prior to the start of the game, when making
substitutions, to draw attention to an injured player and when addressed by
the referee.
E. Coaches,
assistant coaches and any other person acting in the capacity of a coach
shall not enter the field of play except prior to the start of the game, at
half time and at the end of the game or to aid an injured player from either
team (after receiving the referee’s permission) or whenever beckoned onto
the field by the referee.
F. Coaches,
assistant coaches and any other person acting in the capacity of a coach
shall not provoke, intimidate or enter into a dispute with coaches, players
or fans of the opposing team.
G. Coaching
from the sidelines, giving direction to one’s own team on points of strategy
and position, is permitted, provided: (i) No mechanical devices are used,
(ii) The tone of voice is informative and not a harangue, (iii) No coach,
substitute, player or spectator is to make derogatory remarks or gestures to
the referees, other players, substitutes, or spectators; (iv) No coach,
substitute, or player shall use profanity; and (v) No coach, substitute,
player, or spectator shall incite, in any manner, disruptive behavior of any
kind.
H. If a coach,
assistant coach or any other person acting in the capacity of a coach
violates any of the above paragraphs the referee may give the coach a verbal
warning or, for serious or repeated offenses, order the coach off the field.
If a referee orders the coach off the field, the referee shall then make a
written report of the incident, within twenty-four (24) hours, to the
appropriate Club Commissioner and to the Referee Coordinator.
I. A coach who
is reported (“sent-off”) for a second time shall be suspended for the
remainder of the season by the Club Protests and Appeals Committee.
J. Fans and
spectators should be removed a safe distance away from the touchlines to
provide the necessary space for safe play.
K. Violations
of Paragraphs A through G, above, by a team’s substitutes or fans shall be
deemed as committed by the respective coach, if in the opinion of the
referee, the coach makes little or no attempt to control the situation.
L. If a coach is
sent-off the field of play, he/she must leave the playing area or the game
will not continue. The coach may not return to any sanctioned match for
his/her team until after his/her hearing and any suspensions have been
served.
8:01 REFEREES
8:01:01 Licensed USSF
referees are required for all games, with the exception of U-S Class IV
games. With the approval of the Referee Coordinator of the Club, Club
coaches or experienced players who are at least 10 years of age may referee
U-S Class IV games.
8:01:02 Except as noted
above in Rule 8:01:01, licensed USSF referees and a three man or one man
system with club linesmen are recommended for all Class IV Divisions. There
shall be a minimum of one (1) licensed USSF referee for each U-10 and U-12
match and a minimum of two (2) licensed USSF referees for each U-14 match
and three (3) licensed USSF referees for each U-16 and U-19 match. In the
event the scheduled referee fails to appear for a scheduled game, the
managers or coaches of the respective teams must find suitable alternatives.
The game must be played as scheduled and will be deemed as official.
8:01:03 Field inspection
by the referee will include proper uniform as set forth herein. The
condition and play-ability of the field shall be determined by the referee.
8:01:04 Each center
referee shall be at least two years older than the age group that he/she is
officiating.
9:01 ALCOHOLIC BEVERAGES
& ILLEGAL DRUG PROHIBITION
9:01:01 The use or
consumption of any alcoholic beverages or illegal drugs immediately before,
during or immediately after the playing of a game by any player, coach,
other team official or spectator is expressly prohibited.
9:01:02 Any player,
coach or other team official who violates this prohibition shall be subject
to disciplinary action by this Club.
9:01:03 Spectators shall
not possess or consume alcoholic beverages or illegal drugs during the game.
If a spectator continues to violate this rule, the referee must not let the
game continue.

vote of the Board of this Club on April 10, 2000.
AMENDMENT TO THE TPSC
RULES AND REGULATIONS
5:01:03 It is the policy
of this Club that players shall play within their own age groups, as those
age groups are defined by CYSA, District V of CYSA and by the Rules and Regulations of this
Club. All exceptions to this policy shall be approved by the Board.
Exceptions to this policy are the following:
A. First graders
who have not attained the age of six (6) by age cut-off date of the season
year, may play U-8 with their first grade classmates.
B.

the Board, by majority vote at the next regularly scheduled meeting,
approves the player’s application to play within the older age group. (For
example, if two (2) teams of twelve (12) players, each, are being selected
for a particular age group, a younger player must be rated within the top
eight (8) players top one-third] of the twenty-four (24) players selected
for the teams being formed for that age group in order to be selected for
one of the two teams.)
D. During any given
season, if
this Club does sponsor a Class I team for a specific age group, as defined
by CYSA, players who are eligible to play and desire to play on a Class I
team in the age group for which there is no team may try out for the next
older Class I team sponsored by this Club. Under the circumstances
described in this paragraph, it will not be necessary for the player trying
out for the older team to be rated within the top one-third of all players
to be selected for the next older Class I team(s) for that season. However,
in each subsequent year, if an age-appropriate Class I team is
sponsored by this Club, each player desirous ofplaying on that
team shall meet all eligibility requirements for playing on a team in that
age group as set forth by CYSA, District V of CYSA and by the Rules and
Regulations of this Club.
During any given
season, if this Club does sponsor a Class III team for a specific age
group, as defined by CYSA, players who are eligible to play and desire to
play on a Class III team in the age group for which there is no team may try
out for the next older Class III team sponsored by this Club. Under the
circumstances described in this paragraph, it will not be necessary for the
player trying out for the older team to be rated within the top one-third of
all players to be selected for the next older Class III team(s) for that
season. However, in each subsequent year, if an age-appropriate
Class III team is sponsored by this Club, each player desirous of playing
on that team shall meet all eligibility requirements for playing on a team
in that age group as set forth by CYSA, District V of CYSA and by the Rules
and Regulations of this Club.
The exception set
forth in this section shall not apply to U-S players, who are not eligible
to play on an older age group team, except as provided in section 5:01:03
C., above.
E. A Class IV player

may play on a team consisting of players of an older age group, if that
player is in the same grade as the players in the older age group. A written
