Referee Courses:
The TPSC holds at least one entry-level course each year. We are currently planning courses in June and August for 2009. You can check the District V website for information on other local courses.
TPSC courses are free to TPSC members. Non-TPSC participants are welcome - space permitting- for a fee to cover course materials and expenses.
There are many other local referee courses in the area
each spring and summer. If our own dates
don't work out for you, you can often sign up for courses
with our sister leagues in Mill Valley, Central Marin,
Dixie (San Rafael) or others.

U-10 Rule Clarifications for 2009
1. Referees, please note that red/yellow cards are used in U-10 House. This is a change from past policy, but consistent with CYSA rules. We expect that cards would be used only in extraordinary circumstances in this division; referees should rely on verbal cautions and discussions with coaches if possible.
2. There will be no re-do's on bad throw-ins in U-10 House. As in older ages, a bad throw will turn the ball over to the other team.
3. Penalty kicks are now used in U-10 House.
With regard to issuing cards and calling for pks: the age and novice ability of the players should be taken into account and these calls made sparingly.

Dear Parents, Coaches, Managers:
Please take a minute to read this as there has been an important change in
referee rules that apply to class I, III and IV teams. Please also forward
this on to players, parents, etc who might possibly become certified
referees.
DISTRICT V RULE CHANGED TO REQUIRE AGE-APPROPRIATE REFEREES OR SUFFER
FORFEITURE:
District V has amended its referee rule (3:08:06) to provide
that the home team's failure to provide age appropriate (2 years older than
the age group playing) referees will result in forfeiture. Class I games
require 3 age appropriate referees for all age groups. Class III and IV
games require one age appropriate referee for U-10s and U-12s, two for
U-14s and three for U-16s and above. So, we have to provide the required
number of age appropriate referees for these games and the failure to do so now
will result in forfeitures. For obvious reasons, it is important that we train
as
many people as possible to become certified referees!

Why Be A Referee?
No soccer game sanctioned
by California Youth Soccer League can be played without a referee licensed
by the United States Soccer Federation. This means no TPSC game can take
place without a qualified referee.
TPSC trains and helps anyone interested
to become a licensed referee. Also we need qualified referees to
insure player safety and to promote play in accordance with the Laws of the
Game.
All TPSC Competitive
teams are required to have at least two licensed referees.
Each team is responsible for covering 12 referee spots for the club during the season (Fall Kickoff referee spots do count toward this requirement), which can be divided between their licensed referees.
Referees filling these spots are paid as per the schedule below. Teams that do not provide these referees will pay a substantial additional
registration fee.
For adults, refereeing
provides an opportunity to:

Promote player safety.

Contribute to the
community and children’s teams.

Lend maturity to the
competitive (and often emotional) environment in which games are played.

Be a role model.

Learn a new skill and
the Laws of the Game.
For younger people
(under 18), refereeing provides an opportunity to:

Earn cash ($15-$40
depending on age group and classification of game).

Develop decision making
skills.

Develop confidence and
maturity.

Game.
- An opportunity for
Community Service.
The TPSC will pay for the
registration fee of $35.00 for the basic license, and will also reimburse
new youth referees ages 16 and under up to $45 for the cost of their referee
uniforms with the only
requirement that the referee officiate at least 5 years.
Safety
Note about Goalposts!
Since 1979, there have been 27 deaths in the United States alone
from goalposts that have fallen over on players. DO NOT USE
unanchored goalposts. Period! Before practice and games, make sure
that the posts are anchored/staked/weighted to the ground. If you
find goalposts that are not anchored for games, let the club know
immediately. |
