Rules

While soccer is a relatively simple game, the rules
of the game evolve from year to year and are not always as straightforward as
they appear. Coaches, players and parents should take the opportunity to read
and understand the rules of our sport. The following links will take you to the
current FIFA Rules of the Game.

In the TPSC, the following local rules prevail:
U-8
Players: 4 v 4, no goalies,
size 3 ball
Time: Two twenty minute halves, with a short break at ten minutes
Special Rules: No offside, score not kept
All kicks are Indirect
(Special Instructions for Referees)
U-10
Players: 8 v 8, including goalies, size 4 ball
Time: Two 25-minute halves
Special Rules: No penalty kicks (Rec only); Offside loosely observed
U-12
Players: 9 v 9, size 4 ball (11 v 11
in D3 and D1 competitive)
Time: Two 30-minute halves; (Two 10-minute overtime periods in tourneys)
U-14
Players: 11 v 11, size 5 ball
Time: Two 35-minute halves; (Two 10-minute overtime periods in tourneys)
U-16
Players: 11 v 11, size 5 ball
Time: Two 40-minute halves; (Two 15-minute overtime periods in tourneys)
U-19
Players: 11 v 11, size 5 ball
Time: Two 45-minute halves; (Two 15-minute overtime periods in tourneys)
All overtime periods are "silver goal"...(not sudden
death). There are no overtimes in regular season games.
Subsitutions:
Unlimited in CYSA soccer. At U-8 and U-10 rec, coaches are
encouraged to substitute at stoppages only, with the permission of the
referee. At all other age levels and divisions, substitutions are per
CYSA rules:
3:10:11 Substitutes must enter and exit from the
touchlines at the center of the field. With the
referee’s permission unlimited substitutions may be
made:
A.
Prior to a throw-in in your teams favor.
B.
Prior to either team’s goal kick.
C.
After a goal by either team.
D.
When play is stopped for an injury on either team.
E.
At half time.
F. A
player must be substituted for at the time the
player is given a yellow card.
G. A
switch of goalkeepers before the taking of a penalty
kick with a player already on the field.
Charging the Goalkeeper
3:10:12 Charging the youth goalkeeper shall not be
permitted at any time the goalkeeper is within the
penalty area. Exception: on a defensive pass back the
goalkeeper becomes a field player, regular laws of the
game apply.
Spectators/Coaching
Spectators and coaches must stay three feet back from the sideline.
Coaches and fans are not permitted to stand along the end lines of the
field or around the goals.
Dogs
Our ability to use the fields we rent is at the discretion of the
field owners.
Dogs are not permitted on any school fields in California. In our
club, this means no dogs on Del Mar, Bel Aire or Granada fields. Dogs
are also prohibited from Seminary field.
While not prohibited, fans are strongly encouraged to also keep dogs off
the field at Strawberry.
Coaches and referees have been asked to strictly enforce this
restriction.

Soccer has always been a living sport, with
occasional changes or
clarifications to its rules.
